If I buy a SO phone like the Nokia C3 that has wifi capability, will it have full wifi functionality when I am in a wifi zone even if I don't buy a data plan?

Yes, absolutely. In fact, that is exactly my situation. I have a C3 (bought from Rogers, but using my Speak Out SIM), and I do not have the data plan. I routinely use wi-fi hotspots at McDonalds and other places to do e-mail and basic browsing. I use the built-in e-mail software for Gmail and Hotmail access.
