Use Figo Virtue III overseas?

I need to buy a cheap phone that I can take with me overseas, so I was looking at the Figo Virtue III sold at 7-Eleven. However, the salesperson told me that, "the phone is unlocked here in Canada, but you will have to unlock it again to use in another country".
Does that mean that I need to unlock it twice somehow? If so, how?
And does anybody know if it will actually work in Russia?

Normally, an unlocked phone is an unlocked phone and it should work with other providers. Perhaps others can chime in on this issue. I'm not familiar with what you were told.
The phone should work in Europe because it supports standard GSM frequencies.
