I've notices an unlocked GSM phone on the tigerdirect.ca website: a SkySpring SP120 for $24.99

I would be wary, it doesn't have the 850GSM frequency. that's still a lot of the rogers network, it has the most penetrating power into buildings, and is used more in remote areas because it travels farther.
The Motorola F3 Unlocked GSM Cell Phone for $39 is what i would lean towards it has both 850 and 1900 used by rogers/speakout/fido
