I know someone who can get me a used Rogers (currently unused) SIM card. I have a Nokia 1600 already from a previous promotion (the card from that went into the wifes' phone)

Can I use a Rogers SIM in the phone and sign up to the 7eleven program, or once a rogers, always a rogers?

Only if you have a 7-11 SIM. SIMs are "locked" to a carrier. A Rogers SIM will always be a Rogers SIM and a 7-11 SIM will always be a 7-11 SIM.

(When I said "Unless you know how to hack SIMs" I was joking because I'm not aware that anyone has been able to make one carrier's SIM work with another carrier.)
