So, say I buy a new (unsued) top up card off another fellow. Do I actually need the card, or can I just use the code to call in and apply the balance. Could he just email me the code and I call it in?

All you need is the number, so it can be emailed to you.

The top up card is not an actual card BTW, it is cash register receipt with a 12 digit number printed on it.

Just as Bridonca said, it is just a pin number printed on the receipt. You then call *888 on your SpeakOut phone, and then follow the prompts to add the money on your account.
