I had iOS 8 and data worked great, but once I upgraded to iOS 9, data won't activate.

I tried re-isntaling my APN settings as well as rebooting, but it still does not work.

Is anyone else having the same problems?

Unfortunately, APN payload won't work on iOS9. Cellular payload needs to be installed to make it work. But cellular payload cannot be made by iPhone configuration utility. And I don't believe Apple provide a tool for it. The way I made it work was I downloaded cellular payload profile file from a MVNO, then edited by text.

Oh so you were able to get Speakout working with iOS 9? Can you please explain how you downloaded the payload file and how you edited it?

Thanks!

Can you please explain the solution in a little more detail? Perhap paste the payload file and explain how to get it into your iPhone?
Thanks in advance.

Yes, 3G data works on iOS9 with my iPhone now. The cellular payload configuration file that I utilized is from the following link. But there should be more of those out there.

https://www.iijmio.jp/hdd/devices/iijmio-cellular.mobileconfig

Download the file on your computer. Then change the extension from "mobileconfig" to "txt".

Open it as a text file. Hit "Ctrl + F" (Command + F on Mac) and find "iijmio.jp" from the search field. Replace them all with "rogers-core-appl1.apn".

User name and password are not required for Speakout. So existing ones must be deleted. To do so, find where it says Username. You will see mio@iij in the next line. Replace the line with
Do the same thing for password. Find iij under Password, and change iij to .

Do other changes as necessary then save the file. Change the extension back to ""mobileconfig", and send it to your iPhone via email. Delete existing APN setting from you iPhone. Open the attahced file and install the configuration. That is it. You should be able to use 3G data.

I don't think this will cause anything fatal. But do this at your own risk. Hope this helps.

Thanks so much! It worked! Replace Usernames and Passwords with a single space. Restart the phone.

I found the cure, just download the file from your iPhone
1. delete the older profile
settings/general/profile (delete profile)
2. go to the link with the browser of your phone
the profile will open and ask to install (push install)
3. that's it

below you will find the link to take you to the guy who found it (as much as I would like to take the credit I won't)

I uploaded a file that worked for me to enable Speak Out data on ios 9.
Open the link and click on the download icon at the top of the page.
Send the file by email to your ios 9 iPhone. Open the file and follow the prompts.

Odd that my 4S works fine without a profile installed. In fact, since the upgrade iMessage and MMS actually started working.
