I have just bought a LK 208 Tracker. I don't know if all trackers are similar but this one uses SMS to communicate settings and position. So to change a setting you send it a text with a password and a command to set admin phone no. APN and IP etc. and it text's back "OK" when the setting is changed. The same procedure to located it's position, you send a text and it texts back a link to Google Maps, it works fine.

So for simple settings and position a Speak Out Talk/Text Plan is OK and a $25 top up can last a long time.
But for dynamic tracking , alarms and geo fencing it needs to communicate with it's app using GPRS. The App currently says the the Tracker is "Not Enabled" and the texted status report shows that GPRS is not on the SIM.

So is it just a simple matter of getting $10 of Data added to my plan? or is it more complex than that?

Yes It is as simple as that. Just re-enter the APN rogers-core-appl1.apn
