This sounds almost too good to be true so do some due diligence via Google. Until tomorrow (Thu) 12pm, TigerDirect Canada has the basic Motorola W175 unlocked quadband phone for $40. This is a GSM phone that should work with a SpeakOut SIM as well as worldwide with appropriate SIM cards. Bottom line price including shipping and taxes is under $60.

I would not take what is shown on the TD website, about this phone, as gospel.

The W175 is a dual-band phone operating as either GSM 850/1900 (for North America) OR GSM 900/1800 (for Europe, etc.)

According to Motorola, "Band: GSM 900/1800 and GSM 850/1900." But I would call TD and confirm that this is indeed a quadband phone.

They are either sold out or else they stopped selling them.

In general TD has been very good to deal with. I returned one item - arrived broken- and they replaced it immediately with free shipping. If it is not as advertised - get an RO and send it back.
