I went to a 7/11 store and they claimed they had no promotions.
I know that SO has the May promotion and the June promotion since on here it also says, but the seller in 7/11 say they have no promotion and they can only sell me the airtime if I want and that's all.
Anyone else found this a problem? Is it wide spread or only a very few stores have this "we have no clue, therefore you pay the regular price for airtime and that's it".

Also I would like to ask if SO is offering any refund if I return the phone back like PCan does?

A lot of 7-11 stores do not have or are short on phones -- a lot of people may have bought them out last time promotion was on (Dec 2007) -- as it is perfect pre-paid plan for light users (anyone who uses less than 95 minutes per month). Low stock of phones means no free phone promotions.
