On the main page, http://www.speakoutwireless.ca/, it says:

You cannot make calls with your Canadian 7-Eleven Speak Out Wireless phone if you are in the US.

but it gives the effective rates for "Long distance or roaming CAN or US call" (0.45 or 0.36).

So can I use my Speak Out in the US, or not?

No. Those are for calls going TO the USA while in Canada. Speakout does not work in the USA at all.

Also, when in doubt, always refer to the official Speakout site:

And this is in the FAQ from that site about your question:

Can I use my SpeakOut phone anywhere in the world?

You cannot make calls from within the U.S. or from elsewhere outside of Canada as SpeakOut in Canada does not provide roaming services.
