On and unlocked rooted HTC Desire (Android) I'm getting 182kbps download and 5639 upload.
Is there anything I can do to fix the download speed? Is this normal?

Edit: Also, my ping is really high, this with the slow download is making it nearly unusable.

I am hoping somebody can help here. My download is below 80kb/s (sometime less than 10), upload above 1000kb/s. My phone is LG Optimus Chic. Talked Customer service, and they say they can't help.

From the Terms page found on the official site:

"Examples of prohibited uses include, without limitation, the following: (i) continuous mobile to mobile or mobile to landline voice calls; (ii) automated text or picture messaging to another mobile device or e-mail address(s); (iii) uploading, downloading or streaming of audio or video programming or games;"
