I bought the voucher (it was "freshly printed"), and tried to top-up right outside in the 7-11 parking lot. I got some kind of error message. However, I called up customer service and the rep was able to enter my top-up for me. Not sure why there was a problem, but you should definitely call up Speak Out customer service and see if they can process your top-up, before you dismiss it as bogus.
