Sorry if this is in the wrong area, anyways. I've lost the phone charger for my Nokia 1600 speak out phone. Do I just go to my nearest 7-11 for a new one?
(I'd just go anyways and ask but my nearest one is at least a 40 minute drive away)

There are plenty at online sites such as eBay.

Great. Well new phone it is! I don't have a credit card, and I don't trust pay pal anymore.

I'm not sure where you are located, but cell phone chargers for your phone are readily available at retail locations like Wal-Mart as well. Many electronic stores carry them.
The charger you will need is a Nokia LCH-12, or a generic knock-off of that charger.
