What determines, whether or not a cell phone will have reception, in an underground parking garage in a condominium ? Is it the cell phone or the service provider ? My phone does not get reception in such places but other people tell me that they are able to get reception . Is there anything I can do to also be able to get reception in such places ?

I find it depends largely on the phone. Other variables come into play as well, such as terrain, buildings, etc.
Best way to see is to compare the different phone's reception from the same provider, in the same spot.
