Can a blue tooth phone be mated with a laptop to use for browsing under the new browsing plan?

It looking like browsing on phones doesn't work that great in the browsing announcement post, and using phones more suited for it.

On Rogers I got my laptop hooked up using an Ericison 616, but the transfer speed was so slow it couldn't open a web page and mail wouldn't pick up. or didn't appears to want to get it, before I got tired of waiting, Customer support said to try at a lower traffic time, I never did....

The idea of browsing or getting email on a phone with a small screen not that attractive to me, however laptop hook up or might warm up to upgrading to to blackberry or iphone if anyone else is successful even with limited performance.
