Also, will locked Speakout phones work 100% with Rogers and PetroCanada SIM cards?

Generally, yes, unless you have a very old SIM (at least 2 or 3 years old.)

My time with Virgin is up on Nov. 18 (so I'd really have to move fast if it involves a new Speak OUT phone which don't come out until the 16th).

I was thinking about buying a Rogers and then just sticking a SIM from SO into the phone with my $100 worth of minutes and porting the Virgin number.
