1.) Using my SO cellphone where ever I am if I call a local number is not considered long distance?

For outgoing calls, your local calling area is the same area you are currently located. Incoming calls anywhere in Canada are billed as local calls.

2.) Using the WiFi Hotspot underway, are there any roaming, extra charges? Or is it like the cellphone considered a local connection whereever I happen to be?

You can use data anywhere in Canada, and it costs the same rate.

3.) Assuming I do not use up all the data in 30 days, any left over is lost! Or does any left over rollover?

Use it or lose it, your data quota does not roll over.
