I just got the LG Optimus One from Koodo ($150 less $75 gift card). $15 to unlock (http://www.ottawapc.ca/), though I've seen cheaper deals as low as $3 online. $10 for the SpeakOut SIM card.

So you get an unlocked Wifi Android phone for $100 after all is said and done. The phone plays DivX video as well, which is nice. Does not play flash online (if that matters to you). 3.2" touch screen.

This is a lower end smart phone (600 MHz processor), so if you want to play games it is a bit slow (my wife's $500 HTC Incredible S with a 4" screen and a 1 GHz processor feels like a giant upgrade in comparison). For example, Angry Birds Rio (free for Android phones) was very choppy with a lot of slowdown on my phone.

For my purposes, this phone is great.

This is what I would consider:

E5 from rogers PAYGO @ ~160
LG Optimus One from Koodo @ ~ 100 (touch screen android 2.2)
C3 from rogers/SO @ 80

All three meet your needs and IMO reasonable bang for the bucks.

Hi, I want to upgrade my old & basic nokia phone to something that is bluetooth enabled. I would also consider paying more for a phone that can use wifi. I know I don't have to buy one of the 7-11 phones and that I can likely get a better price/selection by buying elsewhere but I'm not sure where/what to get as I don't know what will accept my 7-11 sim card.
