I have 2 issues

1.) I cannot use the iphone 6S Plus as a hotspot. The iPhone tells me to contact the network provider. So since S.O is on Rogers will someone at a Rogers store be able to help me?

2.) I had bought the phone used about 3 years ago as unlocked and it works fine on S.O. But this past winter I tried to swap my Mexican SIM card from an iPhone 6S where it works just fine to the iPhone 6S Plus and it comes up as no SIM card found. This leads me to think the phone is not unlocked. Will Rogers unlock it for me?

TIA
