bridonca has covered the basics, but there are a couple of points that need to be addressed.

A rogers phone will work out of the box. you will need to install the iPhone utility on a computer and create a profile for Speakout that must be uploaded to your phone in order to use Speakout Data.

As of today you would NOT be able to use an iP4 from another carrier. As any new iPhones are being shipped with OS 4.1, no carrier unlock exists at this point.

Buying an unlocked phone from Apple will work, but as with the Rogers phone you will have to install a Speakout Profile for data.

Assuming you are going to be paying full price for the phone (starting at $600), you'd be better to get the unlocked phone directly from Apple. Same price as you would pay from Rogers, and your resale value will remain much higher over the long term.

Probably, but there are quite a few hurtles.

You need to cut the Speakout SIM to make it fit in the iphone. That needs skill

If it is a rogers iphone, it should have a better chance at working.

It is is from another carrier, the iphone needs to be unlocked.

I have not personally done this, so I could be totally wrong. Someone else has to be the guinea pig!
