Factory Direct offers a number of new and refurbished tri- and quadband unlocked GSM phones. For example the Moto V180 is $40. According to Motorola's website this is a tri-band phone that operates on 850/900/1900 MHz networks, i.e. both NA bands plus 900 MHz for overseas. FD operates in southern ON so this won't be of interest to everyone, but if you live here you could visit one of their stores to see what they have on offer.

Disclaimers:
1. I have no personal experience with FD.
2. For completeness, other Canadian retailers of unlocked GSM phones include PureMobile and TigerDirect
