Offlineother than CDMA phone which is not going to work on speakout anyway, all phones have the '2G'(i.e. GSM) radio and all 3G/4G capable phone have quadband GSM so that cannot be the problem unless one deliberately disable the 2G radio.
But if you can make calls/sms, radio is not the issue.
you have to enable data on your phone by entering proper apn info and pick that as the active configuration to use for data.
