Then, if you're in Ontario, call up the Ministry of Consumer and Business Affairs (they may have changed their name, just do a google search). If you are in another province, do a search on the provincial department that handles collection agencies. Call them up, explain the situation, and see what they say.

If it is a collection agency, you can contact the Ministry of Consumer and Business Affairs (in Ontario) or the equivalent in your province.

If it is a telemarketer or something similar, why not make a complaint to the CRTC? I think they have some sort of division that regulates telemarketers, etc. If not them, someone else.

If that doesn't work, and you're in Ontario, try the Ministry of Consumer and Business Affairs. Not sure if that's their area of expertise. If not, they'll know whose it is.
