If the sim was activated it would goto voicemail but if it wasent it would just make a weird beeping noise

This seems to be at the manager's discretion.

I was able to swap 1600s a year ago when the first one was defective. To get around the issue of whether I had used any airtime on the SIM, we also swapped SIMs so that I kept the original one. Note that when you swap SIMs you also should update the phone number that's printed on the box to correspond with the phone number that's assigned to the SIM.
