        	        	<description><![CDATA[<p>I am having problems with making or receiving calls and text messages in West Winnipeg.  Outgoing calls usually just get a fast busy signal, and when I can make a call it takes 60-90 seconds to go through.  Anyone have any ideas on a solution?  It works fine in other parts of the city.  Petro customer service was not heplful.</p>
