It means that yes, PCM (and SO) will force a $0.99 charge per month whether or not you use your phone and no, you can't opt out of it.

There are no system access fees with Petro-Canada Mobility. Currently, a monthly service charge of $0.99 is required across Canada for 911 services and will be deducted automatically from your account balance.

Does that mean that it will force a $0.99 charge per month or can I optout of it?
