Since you may or may not be near one, sometimes a forum member has an airtime card they have not use and are willing to sell. Just check out this forum to see who is selling airtime. Generally, people accept payment via paypal or cash if you meet them in person.

Will My At&t cell phone work with the 7-11 sim card?

That depends on whether your AT&T cell phone is locked or not. If it's unlocked then yes, it will work with a 7-11 SIM.

If you purchase one from this site how do you provide payment.

By "this site" I presume you mean here. You either have to arrange to meet with the seller or arrange payment by PayPal, mailed cheque, etc.

I have a Roger's pay as you go sim card in it.

If a Rogers SIM now works with your AT&T phone then a 7-11 SIM will as well.

N.B. My answers apply to Canadian 7-11 SpeakOut, which is different from their US offering.
