I have found the opposite to be true in the past, and I have tested it as well. Maybe SpeakOut has changed. I have been deducted the $0.25 on a local call as soon as I pressed "send." The other person didn't pick up (it rang about 4 times), but I was deducted. If it's changed it's a good thing.

I just tested it, and if the other party does not pick up the phone, there is no deduction from my account.

I use this feature all the time. For example, we drive my wife's mum to the doctor. I go park somewhere and my wife calls me when I am to come back to pick them up. She lets the phone ring only once or twice and I don't pick it up. This is our pre-arranged signal and neither of us pays.
