Would I be charged with roaming if I send and receive SMS text message when out of my area?

For example, a phone bought in Toronto, has 416 area code and brought to Quebec City and used to send and receive SMS messages.

Its 5 cents anywhere in Canada for outgoing. 5 cents incoming from anywhere worldwide

There is nothing extra even when I am not in 416/647/905 area code apart from the 5 cents per message?
