If someone calls your Ottawa number, and it would be long distance for them to call Ottawa - then, surprisingly, it's long distance for them. If it's normally not long distance for them to call Ottawa, then it's never long distance for them to call you, regardless of where you are.

If YOU are the one initiating the call, then it depends on where you are and where you are calling to when you initiate the call. If you are in Toronto and are calling a Toronto number - regular rates. If you are in Toronto and are calling your home in Ottawa - long distance.
