I've just tested incoming/outgoing calls across BC, AB, SK, MB & ON during the month of August 2009. Here's what I discovered...
(Note: if you're not familiar with the local calling grid; it's worth looking at to see which area codes are local calls for your assigned Speakout phone.)

The simple rule (& all you need to remember) is this:
No matter where you are in Canada at the time of the incoming/outgoing call, the only time you'll be charged long distance is for an outgoing call to a number not included in your phone's local calling area. (Toll-free numbers are the only exception.)
If you need a specific breakdown:
No matter where you are in Canada...
Regular rates (.25/min) apply to:
a) all incoming calls
b) all toll-free calls
c) all outgoing calls to phone numbers within the same local calling area as your SO phone
Regular rates (.25/min) plus Long Distance rate (.20/min if you're not using a calling card) apply to:
d) all outgoing calls to phone numbers which are not within the same local calling area as your SO phone

Could you please fix my typo in the heading & feel free to re-phrase anything that sounds confusing. I'm hoping this is the definitive answer we've been waiting for but there may be some feedback or exceptions to the rules which others have experienced.

Heather, this has been discussed MANY times on this site, and it gets tiring discussing the same topic over and over.
To break it down, your post could be stated like this, and this is backed up by the official SpeakOut site, and my conversations with SpeakOut customer service:
ALL outgoing calls (except toll-free calls) made while outside your local calling area will be deducted the long distance rate, because the phone is tied to a specific area.
ALL incoming calls, regardless of location, are deducted the local rate, because the SpeakOut phone did not initiate the call.

What you stated is that if your SpeaKout phone is tied to BC, you are in Ontario, if you make a call back to BC, then you will be charged the local calling rate?
That is false, since you are using your phone outside (well outside) your local calling area, ANY calls made (except toll-free) are rated as long distance. It does not matter if you are calling back home, or calling a number in the city you are presently in. If you are outside your local calling area, then you are outside. It VERY much matters where you are in Canada.
As I stated elsewhere this topic has been discussed ad nauseam. People can use the search feature to find the 100 other threads where this already has been discussed.
