If you want to also call 403 numbers without paying long distance, you can switch to a 587 number. Customer service confirmed that all of Alberta is a local call for 587 numbers and I assume it's the same for 825.

There's a pdf of a matrix of the local calling areas (see link below) but it's of a vintage (2008) when there were only the two area codes (403 and 780, southern and northern Alberta, respectively). It shows that those two area codes were separate local calling areas.

Anyways I submitted the question to SO customer service and will report back when they reply.
