I believe this is the same for all cell companies.

As confirmed today by Bell's mouthpiece:

Cellphone users are charged not only for their time spent talking, but also for their time spent waiting for the phone to be picked up at the other end. The reason is that the client begins using the wireless network from the moment the call was initiated, said Bell spokesperson Mark Langton.

Virgin changed to this system a while back claiming that they were just passing on changes to how they were billed for air-time and inferred that this was industry wide.

Anyway you only get billed if the call is completed so it's not really a big deal.

Airtime is calculated from the time "send" is pressed, or from when the phone rings. Allegedly, a one-minute charge (calculated at $0.20/minute) can occur when the phone simply rings for 30 seconds during an outgoing call. These fees are not advertised on the official poster ad.

Is this true?!
