        	        	<description><![CDATA[<p>In this instance you might be better off with Petro Canada Mobility. They're similar to SO but there are lots of PC gas stations in QC. However, unlike SO, PCM charges for texts in and outbound, and they don't offer "free" phones. </p>
<p>Also depending on how many texts you send/receive you may be better off with some other carrier pay-as-you-go or even postpaid, that offers unlimited texts for a flat fee.</p>

        	        	<description><![CDATA[<p>It is an option, but keep in mind there are no 7-Eleven stores at all in Quebec, so they would not be able to top-up if their account was depleted. Unless they get someone to buy a voucher outside of Quebec, and email them the top-up voucher number.<br />
If they were to call to California, a long distance carrier (such as JustDial.ca or Yak.ca) would be cheaper than straight dialing the long distance number from their handset.<br />
Also, outgoing texts are 10 cents, but all incoming texts are free.</p>
<p>Lastly, the "buy a $100 voucher, get a phone for free" promotion is starting (according to my sources   ) November 16, so it might be good to take advantage of that offer in a couple of weeks.</p>
