However, it does seem that since 778 is just an overlay code (like 289 is the overlay of 905 here in Ontario) it should be a local call. Since area code 778 is an overlay code, it is not tied to a specific geographical area. It actually covers the whole province:

Area code 778 was expanded to cover all of British Columbia due to no more numbers were available for area code 250. It was also implemented due to the popularity of portable device/cell phone use.

Area code 778 overlaps both the old 604 and 250 "territories" . I could get a 778 area code in Victoria, and you could get one in the Okanagan, the Kootenays, Downtown Vancouver, or anywhere else in BC -- except maybe Prince Rupert who still have their own city owned phone company.
Any idea how the 778 codes will fit in?
will I be able to call someone in Revelstoke as "local" because they have a 250 area code, but not my next door neighbour because they have a 778 area code?
Telus overlaid area codes 778 in BC 587 in Alberta to cover the whole provinces in both cases in July 2008. And whether we like it or not, the POTS carrier in the province still does the number layout and assignment as well as most of the connection functions once the wireless signal gets to the ground.

That is indeed news to me, because I also emailed Speak Out not too long ago, and they replied saying that my phone is tied to a local area, and if I am outside my local calling area, I am charged the long distance rate, regardless if the call is incoming or outgoing.

Just 1 month ago I was in Ottawa, I received a call from my mother in Niagara Falls, (my phone's local calling area is St Catharines/ Niagara area code 905) and I definitely was charged the long distance rate ($0.45/minute) for that incoming call.

It looks like they have changed then. I might be up in Montreal this weekend, and I'll try to test it again.

It's been like that since cellphones first came out. Sure, it's a cash-grab, but all the companies are doing it. Whenever you plan on calling long distance, it's much better to use a long distance card and not let the cellphone companies overcharge you.

For the arithmetically-challenged: 4 min x 45¢/min = $1.80.

Yes, there are situations where SO/PCM may be more expensive than other carriers, but there are many more situations where SO/PCM is cheaper, in some cases a lot cheaper.

My experience has been that whenever you use your phone outside your local calling area, you will be charged the long distance rate, regardless of outgoing or incoming calls. If you are outside your local area, then you are outside. You phone is tied to a specific area.

If his phone is based in Ottawa, and he is in Toronto, it does not depend on what number is called. ALL numbers called outside a local calling area are charged the long distance rate.

When you make calls, it depends on what the number is that you're calling. If you are in Toronto and call the 613 area code, then you'll pay $.45/min. If you're in Toronto and you call a Toronto number, then it's only $.25/min.
