Low stock of phones means no free phone promotions.

I know that SO has the May promotion and the June promotion since on here it also says, but the seller in 7/11 say they have no promotion and they can only sell me the airtime if I want and that's all.
Anyone else found this a problem? Is it wide spread or only a very few stores have this "we have no clue, therefore you pay the regular price for airtime and that's it".
