If I were to purchase a used SIM card from Person A, would I be able to change the personal details such as my caller ID name?

What should I look out for when purchasing a used SIM card? Besides the previous extra service such as browser.

I dont think SP has callerid by name. Just by number. Rogers/Fido/Bell charge for caller-id by name.

Correct, caller ID is by number only. On smarter phones like an iPhone for instance, the phone will match the incoming number to any address book matches and display a name with the number. If the caller is not in your address book, only a number will display.
