Nope, that should be considered a local call.

I've signed up for yakCell and the yak travel card, and I am wondering if I can use these services for areas outside of my local calling area.

Speakout only cares about the number you are initially calling. So when you call the Yakcell or YakTravel number, if that number is considered local, then it's a local call. Speakout doesn't know (or care) what you do when you are on that call (such as use the Yak service to call another number). All Speakout cares about is the initial number you are calling and whether or not it is long distance.
