My wife and I live in Toronto and both have 7-11 phones If we both travel to Vancouver and I make a call to her, will we both pay long distance charges?

Yes! But it's no big deal as you will now both be charged 30 cents / minute while in Vancouver rather than 20 cents if you were both in Toronto.
