For some reason people who are trying to reach me on my SO number have been unable to get through for the last week or so. Does anyone know if SO numbers get 'shut down' if the phone has been out of credit for a certain number of weeks? Thanks in advance.

In reality the say they will deactivate your SIM after a couple of days with no balance. They usually give you a few weeks though.

Depends on whether they have deactivated the sim. Try calling *777. If you get through, your sim is working.
