Local call vs. long distance

On new 711 site their FAQ states if out of local area code, LD charges will apply. I think one previous post here indicated this not to be correct - can anyone confirm for sure if out of your local area code it is still a local call. thanks

just for clarification, you are physically in another area code location and making the call

Just tried this, since I'm in Newfoundland on vacation...

My phone has a 250 area code.

I'm currently in St. John's, NL, and called a local number here. I was charged 45 cents.

So SO define long distance as calling another area code other than yours, I guess.

This issue keeps coming up and different people report different results. I'm leaning towards concluding that it's a long distance call and that if you are charged local rates, you are lucky.
