I've been dialing voicemail in Vancouver, as per the FAQ, with my landline for some time. Seems like they now check the caller id and don't pick up for non speakout callers. I can still check my voicemail with my SO phone just fine. With landlines it just rings out.
FWIW I'm in Ottawa right now and I just called the Rogers local voicemail number (613 421-6245) from someone's POTS phone. It worked just great. I was able to pick up a couple of messages and manage my VM options.
