Does anyone know for sure if the SO service works on the east side of Algonquin Park, Ontario (Whitney area)?

Bell digital (and thus Pres Choice) works there but not all the others.

This is the only area where I need a cell phone (for emergencies) so I need one that definitely will work there.

Pres Choice minutes expire in 60 days max so it is too expensive for an emergency-use only phone.

Will 7/11 give a refund if the phone doesn't work in an area?

SpeakOut (and Petro Can Mobile) both use the Rogers network so if a Rogers phone works in Whitney so should one of those. You might want to ask around in Whitney which carrier's network works best in that area.
