I don't answer it but they keep calling back. Does anyone else have this problem? I'm trying to figure out how big of a problem this is.

According to google, it appears to be a common thing.

I called SO CS and they said they can't block a single number.

This is probably a collection agency. I recently started to get collection calls from 2 agencies with 800 numbers, looking for a person I have never heard of.

The calling is all done through automated diallers and will not go away. I ended up having to call both agencies to explain that I am not the person they are chasing, but both companies have now stopped calling me.
