On the faq the number for Canada Customer Service is wrong. The correct number is 800-589-6433. The 866-310-1023 number is actually for US Customer Service.

The 866-310-1023 IS the official number to call SO customer service.

The 866-310-1023 works for both Canada and the USA. I have called it for my Canadian account, as well as my American Speak Out account. When you call, they always ask for your Speak Out number, so they know which account to look at.

Also, I don't know where you got the 800 number but the 866-310-1023 is the correct number to call the Canadian CS, as stated on their website:

I called the 866 number today using Skype and ended up at US customer service. They gave me similar information as "nevermind" — to call 800-589-6433. My Skype number actually shows a Canadian number on the recipient's caller ID, but the detection on the Speak Out end must have thought I was American.

It could be that because you were using Skype, being that's it's American. I wonder if the caller ID result would be different using a landline. The 866 number is still listed on the official site as the number to call.
