I'm thinking of buying a unlocked Redmi 2 enhanced edition from china. But I'm wondering if the phone would be compatible with speakout or Canada in general.

Speakout works on the 850/1900 GSM bands. According to the specs you provided, it should work on the 1900 GSM band, but nothing is guaranteed. The 1900 band is only good within the urban areas.
