So the other day I went for a walk in the mall and lo and behold what did I see ? The Huwai Y215 ,that I paid $149 for at Speak-Out ,being sold by Wind Mobile for only $99. Now how can this be, lol ?

Any carrier will subsidize their phones any given time. Nothing new. It's called competition.

But the $99 was for an outright purchase without even signing up for their service, if you sign up then it is even cheaper .Speak Out gives a discount if one purchases airtime, which I did, but they cleverly raised the price to cover their discount. So purchased $50 of airtime and received a $20 discount on the phone but the phone still cost $129 .

There's pros and cons for any service/carrier. Although the phone would be cheaper, their coverage is greatly lacking than SpeakOut's., at least in my area. As I said, it's competition. Any service will undercut another to get those sales.
