Using speakout sim on a rogers locked device

I have an old LG xenon phone. Just switched from Telus to Rogers payasyougo plan and wound up getting burned as they consider calls between Richmond Hill and Toronto to be long distance calls. I'm beyond angry about that. Richmond Hill was always local area calling are to toronto and never been charged LD for these calls before on telus.
Anyhow, my phone is locked to Rogers. Will a speakout simcard work on this phone or will I have to get it unlocked?

A SpeakOut sim card will work just fine. No need to get it unlocked.

Anyone here know if call between (905) richmond hill and (647) toronto are considered local calls with speakout?

Yes, it's local.

From a 905 number, it's a local call to any number in Toronto (416/647/437), the surrounding suburbs (905/289/365) and southwestern Ontario (519/226/548). It's a large local calling area.
