Anybody knows if it comes locked? If let's say it's locked, can be unlocked easy using the on-line unlocking codes, or it's a pain like Nokia 5130?

It is locked, but if you use it only in Canada, it is not an issue, because even when locked, the C3 works with all carriers that use the Rogers network. It is incompatible with the Bell/Telus network, locked or unlocked

Thank you. I was thinking to use it overseas also, just buying another SIM…Maybe later, when 7-11.ca will be forced by the future canadian bill – to unlock the phones, at client request.

For clarification, it's Rogers that forces SpeakOut to lock the phones.

I know there is a private member's bill up concerning unlocking phone not under contract. I hope it passes.

I hope the same, enough with bad policies enforced by Bell, Rogers and Telus. I guess if the bill passes, than it's illegal for 7-11 through Rogers to deny the unlocking procedure to the clients…and probably that will be the end of an era…

Agreed! They should all be unlocked. Esp. Prepaid.
Remember it was not that long ago you could not Port your number!
I hope this private member's bill passes. Most of them don't,
but I am holding out hope that this one does!!!
