My Nokia 2760 is on it's last legs and I'd like to purchase a new one off of Ebay as Speakout no longer carries them.

Do I need to buy an unlocked phone or can I just pop the sim from my current 2760 into the new one?

Yes, you'll be able to just pop in the sim into your new phone. Your identity (phone number/balance, etc) on the network is tied to the sim card, not the phone.

If the phone you want to buy isn't a Rogers phone, then yes you need an unlocked phone or need to unlock it. If it's AT&T or T-Mobile, it needs to be unlocked before you can use your speakout sim.
